Not pleased with current work environment?

I have had my job for almost 3 years and as of late my job duties and overall job satisfaction have decreased. My previous boss left in May 2009 and her replacement has basically decided that he does not require an administrative istant. He rarely speaks to me and rarely utitlizes my abilities. To go beyond that, any new ignments that he has he offers to someone else. Out of this large stimulus project we have, everyone else's job duties and responsibiliites have increased - except mine. I'm feeling almost offended. I need a tactful way to broach the subject and convey my disappointment with my job. I have done all the busy work I can, and now I just find myself resenting my place of work more and more. How can I request more duties? How can I express my feelings without appearing as whining?
